Most blockages sit close to the pan and clear easily. The ones that matter are the ones that keep coming back, because a toilet that blocks repeatedly is telling you the problem is further down the line.
In older Brisbane that is usually roots in the clay sewer. The toilet is simply the lowest fixture, so it is where the trouble shows up first. In a Queenslander it can also be the under-floor pipework, which is often decades older than the bathroom above it.
